This refuge was established in 1985 located in the extreme north of the Caribbean region on the border with Nicaragua. It has 78,977 hectares, where there are canals, lagoons, rivers, swamps, forests, hills, with less than 250 meters above sea level, continental islands and river. Precipitation in this region is about 5500 to 6000 millimeters per year, so there is no dry season proper.

There is a rich biodiversity of plant and animal species are endemic, ie found only in this protected area. The flora is composed of 3 types of vegetation: flooded forest, yolillal and gamalotal.
